Why the North West is different

Refining, chemicals and the busiest airport outside London

Cheshire’s Mersey bank holds some of the most important fuel infrastructure in the country. Stanlow at Ellesmere Port is the UK’s second-largest refinery, producing around a sixth of its petrol and feeding a jet fuel pipeline to Manchester Airport, and INEOS at Runcorn makes chlorine and caustic soda on a site of strategic national importance.

Greater Manchester and Merseyside add freight and manufacturing. Trafford Park, the world’s first planned industrial estate, hosts about 1,400 companies, Manchester Airport is the busiest in the UK outside London, and Liverpool2 at Seaforth opened in 2016 as a £400m deep-water container terminal. Depots, terminals and factories here rely on generator fuel, fleet diesel and waste oil handling.

Lancashire has the twin Heysham nuclear stations, and Cumbria is hill sheep country where 7.6% of households heat with oil alone, against 1.4% for the region as a whole. Remote fell farms and estates there keep kerosene and gas oil in bulk.

  • Standby generator fuel at airports, terminals and large industrial estates
  • Bulk tanks and process fuel near the Mersey chemical cluster
  • Fleet diesel and waste oil at Trafford Park and Merseyside depots
  • Heating oil and red diesel on Cumbrian and Lancashire farms

How we work in the North West

Over the Pennines from Harrogate

Every North West job is planned from our North Yorkshire office, with route, permits and waste disposal settled before travel.

  1. Give us the basicsFuel type, tank size, location on site and any access limits are enough to start. For airport, port or refinery-side sites, send the contractor rules too.
  2. Confirm on siteWhere photos leave questions, we survey before fixing the final method. That covers bund condition, buried lines and how much fuel is still in the tank.
  3. Complete the workWe pump out, clean and then remove, cold cut or decommission the tank as agreed. Remote Cumbrian sites are scheduled so the whole job is done in one visit.
  4. Receive the recordsConsignment or Waste Transfer Notes, plus degassing or disposal certificates, follow every job. They show your waste was handled legally from tank to treatment.

Rules & local risks

Floods, estuaries and oil storage law in the North West

Two Environment Agency areas cover the region: Greater Manchester, Merseyside & Cheshire, and Cumbria & Lancashire. Cumbria shows how fast rivers can rise. During Storm Desmond in December 2015, new UK rainfall records were set, the River Eden reached its highest recorded level at Carlisle and about 2,100 properties in the city flooded.

Businesses storing more than 201 litres of oil must meet the Control of Pollution (Oil Storage) (England) Regulations 2001, which require a bund of at least 110% of capacity and properly protected pipework, gauges and fill points. On floodplain sites, check that tanks are secured and bunds are emptied of rainwater.

Britteco works to GPP2 guidance and OFTEC standards, and every removal or decommissioning comes with a Waste Transfer or Consignment Note and a degassing certificate or Certificate of Disposal as appropriate.

Questions

North West tank questions

Do you work near refineries and chemical plants?

Yes. Sites around Ellesmere Port and Runcorn run strict permit-to-work systems, and we plan to them: inductions, gas testing, isolations and cold cutting instead of hot work. Method statements are agreed in advance.

Our standby generator fuel has been sitting for years. Is it still usable?

Stored diesel picks up water and can grow diesel bug, which blocks filters just when a generator is needed. We test and polish the fuel, clean the tank and tell you whether any fuel needs disposal.

Is our tank at risk if a nearby river floods?

Floodwater can fill a bund, lift a light tank or carry oil into drains. We check anchoring, bund condition and fill-point height, and can recommend relocating or replacing the tank.

How do you organise jobs in Cumbria and Lancashire?

We work from your photos and tank details, survey first where anything is unclear, and book a date so the job is finished in a single visit with all the equipment on board. If a farm or site runs out of fuel in the meantime, our 24/7 emergency diesel and heating oil delivery can cover the gap.

Can you help a homeowner in Cumbria?

Our main focus is commercial, though domestic oil tank replacement and installation is also available. See home heating oil tank services for the details.
